Put the archive in :\cygwin\home\administrator\

In cygwin environment, extract the archive ：tar -jxf uClinux-eisc030118eth.tar  (for example)

The directory in the archive looks like:

 

If your archive looks different , no problem , maybe you just download the kernel archive that has only uclinux-2.4.20 directory. You have to download the app, uclibc and loader respectively and finally copy to \cygwin\home\administrator\.
